The Kentucky Transportation Cabinet (KYTC) used the Census Bureau Designated Place boundaries and the Urbanized Area boundaries to develop the boundaries for the 2000 FHWA Federal-Aid Urban Areas. KYTC believes this combination most accurately reflects the location of urban and rural areas in Kentucky
